Clarification regarding the estimates of response burden hours
This study is in the 5th year of a 5-year design to test the efficacy of an intervention program targeting prevention of aggression among urban middle school students. We are now requesting a time extension of the original application (approved 9/9/2003) in order to complete the study as planned. This will not require a change in the methods or increase in annual burden. In the original approved information collection, we stated that there would 800 6th grade students recruited to the study. As noted in the current application, to date we have recruited 660 6th grade students, 140 students less than the 800 approved in the original application. In the current application, we request approval for an extension of time so that we can complete assessment of the 7th grade students and the full sample of 6th grade students and their parents that was approved in the original OMB application. These 6th- and 7th-grade students and parents constitute the same respondent population (Baltimore City Middle Schools) and are completing the same survey instruments as previously approved. The original estimated response burden also included these students and parents. Because we are not adding to the previously approved sample size, there is no increase in burden hours. The time extension is essential for carrying out the original sampling strategy. The original sample size and power necessary to evaluation the original research questions can be achieved through this extension.
The number of previously approved number of responses was incorrect and should have been 2,987. This was calculated from numbers reported in the original supporting statement, which listed the following numbers of respondents and frequencies of response (Columns 1, 2, & 3 of the table below) for the 3 year approval period. Column 4 represents the total number of responses over 3 years; Column 5 represents the average number of responses per year. Thus this request for 1,177 annual responses represents a program change due to agency discretion of -1,810 annual responses.
