Short Statement: This change is to transfer hours from effluent limitation guideline rule-specific ICRs into the appropriate NPDES program implementation ICR. The following will be rolled into OMB # 2040-0009: 6,413 hours from OMB # 2040-0207, this specific change is to transfer hours associated with activities associated with BMP plans for indirect discharging pulp and paper mills and POTW review/inspection of the plan and implementation of the plan. 17,869 hours from OMB # 2040-0235, this specific change is to transfer hours associated with permittee (all indirect dischargers) and control authority pollution prevention compliance alternative activities for transportation equipment facilities. 36 hours from OMB # 2040-0242, this specific change is to transfer hours associated with indirect discharging pulp and paper mills' voluntary certification. 8,355 hours from OMB # 2040-0243, this specific change is to transfer hours associated with indirect discharging pulp and paper mills minimum monitoring requirements, state review of monitoring reports, and permittee recordkeeping burden. The following cost of $2,003,195 comes from OMB # 2040-0243.
