The NPDES Program maintains a number of base program ICRs that are intended to compile burdens and costs for completing specific program implementation activities. This change is to transfer hours from an effluent limitation guideline rule-specific ICR, (OMB # 2040-0202, ICR # 1877.03) into the appropriate NPDES program implementation ICR (OMB # 2040-0086, ICR # 0226.17). This specific change is to transfer hours associated with pulp and paper mill permittee milestone plan requirements submitted in permit applications and state review of those plans as part of the application.
