Public Housing Agencies (PHAs) use
this information in budget submissions which are reviewed and
approved by HUD field offices as the basis for obligating operating
subsidies. This information is necessary to calculate the
eligibility for operating subsidies under the Operating Fund
Program regulation, as amended. The Operating Fund Program is
designed to provide the amount of operating subsidy that would be
needed for well-managed PHAs.

The change in the burden hours
is due to a program change. Beginning July 1, 2007, PHAs will begin
submitting their operating subsidy calculations by asset management
properties rather than by PHAs. The total number of submissions
increase from 3,141 PHAs to 7,807 asset management properties.
There is a decrease in the number of Turnkey and Mutual Help
properties from 24 (last PRA submission for the form HUD-53087) to
17. However, the increase in the number of asset management
properties offsets the decrease in the Turnkey and Mutual Help
properties for a net increase in burden hours.
