Title: Section 73.1350 Transmission System Operation
SUPPORTING STATEMENT
A. Justification:
1. 47 CFR Section 73.1350(g) requires licensees to submit a “letter of notification” to the FCC in Washington, D.C., Attention: Audio Division (radio) or Video Division (television), Media Bureau, whenever a transmission system control point is established at a location other than at the main studio or transmitter within three days of the initial use of that point. The letter should include a list of all control points in use, for clarity. This notification is not required if responsible station personnel can be contacted at the transmitter or studio site during hours of operation.
The Commission is requesting an extension to this information collection in order to receive the full approval/clearance for a three year period from OMB.
As noted on the OMB Form 83-I, this information collection does not affect individuals or households; thus, there are no impacts under the Privacy Act.
Statutory authority for this collection of information is contained in Section 154(i) of the Communications Act of 1934, as amended.
2. The data is used by FCC staff to maintain complete operating information regarding licensees to be used in the event that FCC field staff needs to contact the station about interference.
3. This is a simple notification. We do not believe the use of information technology is feasible in this situation.
4. This agency does not impose a similar information collection on the respondents. There are no similar data available.
5. In conformance with the Paperwork Reduction Act of 1995, the Commission is making an effort to minimize the burden on all respondents. Therefore, this collection of information will not have a significant economic impact on a substantial number of small entities/businesses.
6. The frequency for this collection of information is determined by stations establishing a transmission system control point other than at the main studio or transmitter.
7. This collection of information is consistent with the guidelines in 5 CFR Section 1320.5(d)(2).
8. The Commission published a Notice (72 FR 5712) in the Federal Register on February 7, 2007. No comments were submitted to the Commission as a result of the Notice. A copy of the Notice is attached.
9. No payment or gift was provided to the respondent.
10. There is no need for confidentiality.
11. This collection of information does not address any private matters of a sensitive nature.
12. We estimate that 505 AM, FM, and TV stations will notify the Commission of transmission system control points annually. The average burden on licensee is 0.5 hours. This estimate is based on FCC staff's knowledge and familiarity with the availability of the data required.

14. Cost to the Federal Government. The Commission will use paraprofessional staff at the GS-11, step 5 level ($29.47/hour) to process these notifications.
$30.25/hour x 0.083 hours x 505 notifications = $1,267.93
15. The Commission had an adjustment to the total number of respondents. This adjustment was due to an increase in the number of FM, low power digital TV and Class A stations. There are no program changes to this information collection.
16. The data will not be published.
17. OMB approval of the expiration of the information collection will be displayed at 47 CFR Section 0.408.
18. There are no exceptions to the Certification Statement in Item 19.
