Revisions to the Collection Instrument


Burden Calculation


Previously, SSA miscalculated the burden hours associated with this Information Collection Request. SSA originally estimated that it took a claimant 10 minutes to complete each of the four required SSA-827 for a total of 40 minutes per respondent. However, in actuality once a claimant reads the first SSA-827, it takes considerably less time to just date and sign subsequent forms because the forms do not have to be read again. As a result we recalculated the completion time for the 3 subsequent forms at 1 minute each or a total of 13 minutes to complete all the required forms in this ICR. 1The corrected burden hours should be 835,017.


Formatting Changes


In situations in which the claimant is the dependent or survivor of the number holder on whose record he or she is filing a disability claim, SSA claims representatives have been entering the number holder’s name and Social Security number in the SSA USE ONLY section of the SSA-827. This information is collected on the claimant’s application and is copied to the SSA-827. When we operated in a totally paper process, the purpose of this information had been to facilitate association of the completed incoming SSA-827s with the proper paper claim file. In our current electronic disability claim process, we no longer need this information to ensure association of completed incoming SSA-827s with the proper electronic claim file. Therefore, we are deleting the SSA USE ONLY section. There is no burden reduction involved with this format revision.
