Pub.L. 109-266 passed in August 2006
requires that the Secretary of the Interior conduct a 3-year pilot
program under which up to 15 qualified States may issue electronic
Federal Duck Stamps. The application process will lead to the
selection of participants for this program.
The Electronic Duck
Stamp Act (Act) requires that the Secretary of the Interior conduct
a 3-year pilot program under which up to 15 States may issue
electronic Federal Duck Stamps. Upon passage of the Act in 2006,
the Fish and Wildlife Service formed a workgroup consisting of
Service members, members of the Association of Fish and Wildlife
Agencies, and the fulfillment contractor. This workgroup developed
the application process, monitoring procedures, and evaluation
criteria for the pilot program. Timing of the application process
is dictated by the requirements of the law. The Act requires that
the pilot program begin on September 1, 2007. The Act also requires
that we publish a notice 30 days prior to accepting applications
providing: (1) deadlines for submission of applications, (2)
eligibility requirements for participation, and (3) criteria for
selection. Since we must notify accepted States no later than July
1, 2007, so they can make and test system modifications, we need to
receive applications no later than June 1.
This is a new collection. We
are requesting 2,100 burden hours for the collection of information
necessary to comply with the Electronic Duck Stamp Act of
2005.
