Abstract: The revenue procedure informs small business refiners how to obtain the certification required under section 45H(f) of the Internal Revenue Code.

Emergency Justfication: Although the justification in the supporting statement may not justify emergency approval (which was originally requested), we are asking that it be given emergency status since it was overlooked as an unfortunate result of the flood of the main IRS building of June 2006, which displaced our office for almost 6 months.
