In the American Community Survey, we collect information for units that are identified as vacant. We ask a knowledgeable respondent for answers to some of the housing questions from the ACS CATI/CAPI/TQA instrument, along with a few additional questions.
For vacant units, we ask VACUNIT_CP:

We also collect vacancy information for units occupied only by persons who do not meet our two-month residency rule. For these units we ask TEMPSTAT:
Since no one is staying here for more than two months, I will not ask any further questions about the people staying at this unit. However, I will need to ask some basic questions about this housing unit.
