Recently, the U.S. Census Bureau invited the chief executives/highest elected officials of your
member local governments to participate in the 2010 Census Local Update of Census Addresses
(LUCA) Program. The LUCA Program, authorized by the Census Address List Improvement
Act of 1994 (Public Law 103-430), provides tribal, state, and local governments the opportunity
to review and update the Census Bureau’s address list and maps.
The purpose of this letter is to provide you with information about the LUCA Program.
Although the invitation to participate in the LUCA Program is extended only to functioning
governments, you may be able to assist your member local governments in making informed
decisions about participating in the LUCA Program. You may also offer to assist them with their
review of the Census address list and maps. A coordinated effort by all interested parties will
help ensure that the Census Bureau achieves complete coverage in our enumeration of local
governments. The enclosed flyer, Will Your Community Be Ready for the 2010 Decennial
Census Local Update of Census Addresses (LUCA) Program?, provides an overview of the
LUCA Program.
We ask that you encourage your member local governments’ participation and devise a strategy for
assisting those governments that need help with their review. Should you have any questions,
