valid watch duty-exemption license shown above. I further certify that the
watches and/or watch movements to be entered under this permit have been
assembled in the U.S. insular possessions in compliance with the regulations of
the Department of Commerce and the Interior, and that they meet all U.S. Customs
Service requirements for duty-free entry under additional U.S. Note 5 of Chapter
91 of the Harmonized Tariff Schedule.
