According to regulations at § 679.4(k), any person who wishes to deploy a harvesting
vessel within the Gulf of Alaska (GOA) or the Bering Sea and Aleutian Islands Management
Area (BSAI) must hold a valid License Limitation Program (LLP) groundfish license on board at
all times it is engaged in directed fishing for LLP groundfish or must have a LLP crab license on
board at all times it is engaged in directed fishing for LLP crab. The LLP license authorizes a
license holder to deploy a vessel to conduct directed fishing for LLP species only as listed in the
endorsements on the face of the license, with the vessel name, specific area, specific species,
vessel designation, gear designation, and the maximum length overall.
The Amendment 80 Program would add an endorsement on the face of the LLP
groundfish license that designates an Amendment 80 trawl gear catcher/processor endorsed for
BSAI fishing activity. The information needed to implement the endorsement comes from the
applications in the OMB 0648-new Amendment 80 permits collection for the Amendment 80
Program. No forms or information are requested in this collection, OMB 0648-0334.
