Statement for Determining Continuing Eligibility

For Supplemental Security Income Payments

OMB raised questions on redetermination workload assumptions in the FY 2008 President's Budget. OMB and SSA met on Thursday, October 25, to discuss this issue. Below is the information from that meeting.

The key points are:

  • The 60,000 3988/3989 requests planned in FY 2008 are a subset of the budgeted level of 1,526,000 redeterminations.

  • This level of the SSA-3988/3989 requests is consistent with administrative cost and benefit payment savings assumptions used to develop the FY 2008 President's Budget.

  • The 715,000 "requests" volume that had apparently been provided to OMB in FY 2006 represented a full potential universe of 3988/3989 mailers. SSA will only increase the volume of these requests beyond the current 60,000 if there is an indication that an increase will provide administrative efficiencies without negatively affecting benefit payment savings.

We also briefly discussed redetermination profiles and emphasized that in FY 2008 SSA is focusing on High Error Profile (HEP) redeterminations. As a result, we do not plan to make use of the mailer process used to screen cases with a low potential for error. This screening process has in the past generated a volume of about 700,000 mailers (the similarity between this number and the potential SSA-3988/3989 universe was the cause of some of the confusion).
