Justification for Change (1010-0154)

As of 5/14/07, the final rule for 30 CFR 250 (subpart B) became effective (1010-AD10, 72 FR 18577, 4/13/2007). The rulemaking specifies what information MMS needs to ensure compliance with the OCSLA, the Endangered Species Act (ESA), and the Marine Mammal Protection Act (MMPA). This rule had no collection, but MMS has three NTLs (1010-0154 exp 2/28/2010) that have burden hours and costs relating to complying with ESA and MMPA (1,002 total hours, and $1,854,080 non-hour costs). MMS is, therefore, consolidating these burdens into OMB Control Number 1010-0151 for 30 CFR 250, subpart B (exp 7/31/08). After OMB approves the consolidation, MMS will discontinue 1010-0154.
