SUBJECT Change in Mandatory Reporting Authority for California
CES Reports
This memorandum is to inform you that the State of California mandatory reporting authority used for the Current Employment Statistics program is being withdrawn at the request of the State. A memorandum from California, dated October 17, 2006, titled “Mandatory Reporting under the Unemployment Insurance Code and Title 22” is attached. This memorandum discusses the legal rationale behind the request. Revised forms are also attached.
The California authority cited by BLS mandates that employers report certain required information to the California Employment Development Department (EDD) and only to EDD. As of July 2007, California will no longer be mailing forms to employers and will not be receiving forms. Prior to this change, California did mail the forms, but BLS collected the data. Under the new system, BLS will mail the forms, collect the data, and provide California with data to produce state and local employment, hours, and earnings estimates.
