1. CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION
IRC section 6081 and 26 CFR 20.6081-1 provide that a reasonable extension of time may be granted for filing an estate tax return upon a showing of good and sufficient cause.
Under Code section 6162 and 26 CFR 20.6161.1, the time to pay the estate tax may be extended if reasonable cause or undue hardship is shown.
Form 4768 is used by the executor of the estate to apply for these extensions and to explain the reasons for them.
2. USE OF DATA
IRS uses the information to determine whether an extension should be granted. IRS also uses Part V of the form to inform the executor of its decision. Form 4768 must be submitted to the IRS in duplicate (or quadruplicate if both extensions are requested) so that the IRS can retain one copy and return one to the personal representative.
3. USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN
We have no plans to offer electronic filing because of low filing volume compared to cost of electronic enabling.
4. EFFORTS TO IDENTIFY DUPLICATION
We have attempted to eliminate duplication within the agency wherever possible.

8. CONSULTATION WITH INDIVIDUALS OUTSIDE OF THE AGENCY ON AVAILABILITY OF DATA, FREQUENCY OF COLLECTION, CLARITY OF INSTRUCTIONS AND FORMS, AND DATA ELEMENTS
Periodic meetings are held between IRS personnel and representatives of the American Bar Association, the National Society of Public Accountants, the American Institute of Certified Public Accountants, and other professional groups to discuss tax law and tax forms. During these meetings, there is an opportunity for those attending to make comments regarding Form 4768.
In response to the Federal Register notice (72 FR 8068), dated February 22, 2007, we received no comments during the comment period regarding Form 4768.

ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS
As suggested by OMB, our Federal Register notice dated February 22, 2007, requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide information. However, we did not receive any response from taxpayers on this subject. As a result, estimates of the cost burdens are not available at this time.
14. ESTIMATED ANNUALIZED COST TO THE FEDERAL GOVERNMENT
After consultation with various functions within the Service, we have determined that the cost of developing, printing, processing, distributing, and overhead for Form 4768 is $37,602.
15. REASONS FOR CHANGE IN BURDEN
There have been changes to the layout of the form since the last submission. These changes resulted in a total net decrease of 5,365 burden hours. We are making this submission to renew the OMB approval.
