Thank you for your comments. We appreciate hearing from interested parties regarding CMS’ programs. In answer to your questions on the Health Opportunity Accounts (HOA) demonstrations, CMS requires States to evaluate demonstration programs at the end of the demonstration period to determine the impact on access and quality of care. We will share your concerns regarding monitoring and implementing the HOA demonstrations with States so that they may consider your thoughts during the evaluation design phase.
