Dear Project Director:

I am pleased to announce the 2007 opening of the electronic Financial Reporting Form for the following programs:

• Title III Part C Program – Endowment Challenge Grant Program

• Title III Part A Programs – Strengthening Institutions Programs (SIP), Tribally Controlled Colleges and Universities Program (TCCU) and Alaska Native and Native Hawaiian Serving Institutions Program (ANNH);

• Title III Part B Programs - Historically Black Colleges and Universities (HBCU) and Historically Black Graduate Institutions (HBGI) Programs

• Title V Program - The Strengthening Hispanic-Serving Institutions Program.

All Title III Part A, Title III Part B and Title V Program grantees with endowment activities and Endowment Challenge Grant Program grantees with a grant performance period ending September 30, 2007 must complete this electronic financial reporting form; this includes grantees completing their grants by September 30, 2007.

This financial reporting form provides information regarding the kind of investments that have been made, the income earned and spent, and whether any part of the Endowment Fund Corpus has been spent. With that information, we are able to give technical assistance and/or determine whether the grantee has complied with the statutory and regulatory investment requirements.

Please note that you are now required to submit your endowment report electronically. The electronic Financial Reporting Form will be available from October 1, 2007 to December 31, 2007. You will receive a temporary pin number granting access to the system and detailed instructions via email, along with a hard copy of the revised Financial Reporting Form for reference.
