This ICR is approved consistent with ED memo of 10-9-07. The language provided in that memo (regarding statutory authority to provide assurances of confidentiality) should be the language used on the parental consent forms. As such, ED shall revise the parental consent forms prior to commencing the study.

This evaluation will focus on the impacts of Upward Bound on students applying to enter the program as early as the summer of 2007. The current OMB package requests clearance for the instruments to be used in gathering information.
