PART B STATISTICAL METHODS OF DATA COLLECTION


B1) Potential Respondent Universe


This survey will be administered to the universe of 184 organizations that received FHIP grants in FY 2003, FY 2004, or FY 2005.


B2) Sampling Method and Respondent Universe


This survey does not require a sampling plan since the universe of FHIP grantees for FY 2003, FY 2004, and FY 2005 will be asked to complete the survey.


B3) Procedures to Deal with Non-Response


All surveys are subject to sources of errors, including: non-response, reporting, and processing errors. To reduce non-response, reminder emails and post cards will be sent to agencies within one week of the first request to encourage them to respond. If after two weeks an agency has not responded, DB Consulting staff will contact the agencies by telephone to encourage them to complete the survey on the web or over the telephone. HUD past experience with a survey of other partner agencies in 2005 obtained an 82 percent response rate using these methods. The goal for this project is to obtain an 80 percent response rate for the universe of grantees.


B4) Pre-Testing of Procedures


The survey was tested by former executive directors of FHIP agencies to measure the length of time to complete the survey.

B5) Persons Responsible for Statistical Aspects of the Design
