Subject: Terms of Clearance
This memo addresses the Terms and Clearance memorandum dated August 2, 2004, for the current OMB approval of the SAPT Block Grant Synar Report Form (OMB No. 0930-0222). This approval expired on August 31, 2007.
The Notice of Action from OMB states “SAMHSA will continue to work with States to streamline the collection through the introduction of SSES (Synar Survey Estimation System). SAMHSA will report on the percentage of electronic reporting and associated burden reduction.”
The SSES has been made available to all 59 States and US Jurisdictions required to comply with the Federal Synar requirements as a condition of the federal SAPT Block Grant. And of these 59 States and US jurisdictions, 49 are actively utilizing the SSES program, a significant increase of users from 2004. Please note that the 83C change form was not submitted because the burden has not changed. Furthermore, SAMHSA expects that all States and US Jurisdictions will submit the Annual Synar Report electronically by the end of FFY2009.
