The Bureau of Engraving and Printing requests approval to conduct a series of information collection activities with the public in support of its public education program regarding the introduction of redesigned currency. These collections will include: A survey used to establish baseline measures of awareness of currency changes, confidence in the currency and authentication behavior, and subsequent surveys to evaluate changes in these measures; a survey to evaluate potential messages designed to encourage the public to examine and learn currency security features; a survey to evaluate potential taglines that will help call attention to new security features while maintaining confidence in U.S. currency; and, a survey to test draft materials to be developed in support of the program. The collection will also include in-depth interviews with bank tellers and others who frequently conduct cash transactions as part of their job, to identify special needs and tools for their use.
While the percentage of counterfeit U.S. currency surfacing worldwide remains small, any perceived tolerance of currency counterfeiting seriously undermines the broad government interest in maintaining the integrity of U.S. currency  the most stable currency in the world. For this reason, the U.S. government intends to introduce redesigned currency every seven to ten years. As a means to hamper production of currency counterfeits, advanced designs for U.S. currency have been developed that incorporate a number of new and enhanced design and security features.
Additional design and security features are being considered for the redesigned $100 note. If such elements are incorporated into the notes, they will require specific attention as part of the public education communication messages.
The Bureau plans to unveil the redesigned $100 bill in April of 2008. Given the multi-step survey process, we will need to begin conducting the first stages of the survey as quickly as possible in order to meet that deadline.
