OMB appreciates that NCES has put in place a number of security features, such as encryption, to ensure that information is protected during transmission to vendors assisting in locating respondents. OMB would like a report back within six months on the relative contribution of and any challenges in managing the various locating strategies have played in the ECLS-K 2006 and 2007 data collections.

The ECLS-B is part of a longitudinal studies program. The ECLS-B is designed to follow a national representative sample of children born in 2001 from 9 months of age through kindergarten. The cohort has already been seen at 9 months and at 2 years. The current effort is directed towards seeing them in their kindergarten year. The children all turned 5 in 2006 and the majority were in kindergarten in 2006, some of them are repeating kindergarten and some were delayed entering kindergarten. It is these children, who are either repeating kindergarten or were delayed starting kindergarten who are being contacted in this data collection

There is an overall reduction in burden hours because the Kindergarten 2006 national data collection round has been completed as of Spring 2007. The burden associated with this collection are due to a smaller data collection that is made up of kindergardeners who either repeated the Kindergarten grade - or those who were not part of the initial group due to age requirements.
