Pay Rate Report

RRB Form UI-1e


l. Circumstances of information collection - Under Section 2(a) of the Railroad Unemployment Insurance Act, the daily benefit rate for unemployment and sickness benefits depends on the claimant's last daily rate of pay in the base year. The procedures pertaining to the use of a claimant's daily pay rate in determining the daily benefit rate are prescribed in 20 CFR 330.


2. Purposes of collecting/consequences of not collecting the information- Processing a completed application for unemployment benefits on Form UI-l (OMB No. 3220-0022), or sickness benefits on Form SI-la (OMB No. 3220-0039), automatically generates a system request for a pay rate verification which the RRB normally obtains from the reports of service and compensation furnished in the annual reporting process by railroad employers on Form BA-3a (OMB No. 3220-0008). On the occasions when the daily rate of pay is not available from the reports or if the claimant questions the rate furnished by the employer, the RRB uses computer-generated Form UI-1e to obtain the needed pay rate information.


Form UI-1e, Pay Rate Report Information, obtains information from the claimant about his/her last railroad employer and pay rate, when it is not available from RRB records. The form explains the possibility of receiving a higher daily benefit rate if the claimant reports his/her daily rate of pay for railroad work in the base year. The RRB then obtains verification of the claimed rate of pay from the employer by using Form UI-41 (OMB No. 3220-0070).


The RRB proposes no changes to Form UI-1e.


To our knowledge no other agency uses a form similar to Form UI-1e.

8. Public comments/consultations outside the agency - In accordance with 5 CFR 1320.8(d), comments were invited from the public regarding the information collection. The notice to the public was published on page 9594 of the March 2, 2007, Federal Register. No comments or requests for additional information were received.
