Justification for Change
The purpose of this change is to change the form numbering and to differentiate between
the Estimated and the Final Certification of Offset forms.
Renumbering the forms CSREES can (a) better communicate to recipients which forms
we need by referring to unique form numbers, (b) better differentiate between forms, and
(c) set forms up for eventual use in a form bank.
This in no way adds burden or changes the requirements of what is required to be
submitted for these programs.
