In reference to our conversation yesterday, I have confirmed that the e-signature program is the same as the E-Authorization program.
ED is a participant in this program (http://www.cio.gov/eauthentication/ and http://www.cio.gov/eauthentication/documents/FederationMemberList.pdf). As such, we are working with OMB and the PMO at GSA to fully implement an E-Auth strategy.
In fact, we met today with Georgia Marsh (GSA), the E-Auth PMO Deputy Program Manager. We are working on the deliverable this fall to have a multi-year plan to expand our E-Auth capability. Currently, a portion of the EDCAPS system is active. Next spring, eCamupsBased under FSA will be added. Our plan then calls for a review of the first two projects, with additional applications being added to the system in FY 08 - FY 12. This is fully in accordance with an approved OMB/GSA schedule.
