The Commission created interim
procedures to implement information collections that were adopted
by a Commission Order that generally became effective on June 5,
2006. These interim procedures are necessary as the Commission will
need time to implement permanent procedures and forms fully
integratable with our Universal Licensing System. The FCC will use
the information collected to ensure that only legitimate small
businesses reap the benefits of the Commission's designated entity
program.

The Commission is reporting a
program change increase due to additional new respondents who will
be participating in the 700 MHz band auction which is scheduled for
January 16, 2008. There is no change in either FCC Forms 609-T or
611-T. These additional respondents resulted from adoption of the
Second Report and Order, FCC 07-1332, WT Docket No. 06-150.
