This is a follow up to your October 29, 2007, communiqué denying SBA’s request for emergency approval for SBA Form 2301. We are resubmitting the request for regular OMB processing, and we have also addressed OMB’s concerns about aspects of data collection and the initiative.
The proposed form is part of an Agency initiative to re-engineer and streamline SBA’s required documentation and procedures for smaller, less complex SBA loans. As a result, the proposed form would replace SBA’s lengthier and more complex Form 4-I for these smaller loans. We plan to introduce the initiative in a limited number of districts (SBA’s Region VIII) and to refine and enhance the concept before the forms are utilized more broadly within the Agency and throughout the Nation.
We have revised the package to ensure the instructions are included with the form, and we have revised the form to enlarge the print and reduce the density of the information requested. We have also reconfigured the form to clarify who is required to complete each section and clarified the Agency contact information (which is on the last page of each part).
With respect to the parties completing the form, in general we would expect participating SBA lenders to be familiar with the form (after initial SBA training) and in a position to assist small business borrowers to complete the form after the lender determined that it was unwilling to make the loan without an SBA guaranty. The completed application would then be submitted to SBA’s Standard 7(a) Loan Processing center in Sacramento.
