incredible that the statement is made in this document there has been no assessment of the spending of taxpayer dollars for this program which has been going on for many years so that this collection is necessary. wouldn't the amount budgeted for the program be the amount the program costs? why then do you need to accumulate more information?
i do think we always need to see where costs can be cut - has that been done - to assess how costs in some areas are higher and whether justified in being higher, etc.
i hope that this is not now being done because a mandatory cervical cancer program is being pushed financially by drug company and that this is being done to push that mandatory vaccine program. the taxpayers should not have to pay for reasons why a mandatory vaccine is in place.
i also think taxpayer dollars should be spent on PREVENTING CANCER. ALL OF OUR MONEY IS GOING TO CURE IT AFTER THE PERSON GETTING IT GOES THROUGH HELL. WHY NOT PREVENT CANCER. WHERE IS THE MONEY TO PREVENT CANCER. WHY ARE WE ALLOWING IT TO HAPPEN. LETTING OUIR EARTH BE POLLUTED WITH TOXIC CHEMICALS AND DIRTY AIR/WATER AND SOIL MAKES THE EARTH ITSELF TOXIC. I WANT TO SEE FOCUS ON PREVENTING CANCER.

CDC Response
Thank you for your comments concerning the CDC 60 Day Federal Register Notice for [CDC 0920-06BD, Vol 72 #64 pg 16368], Economic Analysis of National Breast and Cervical Cancer Early Detection Program (NBCCEDP). We have given the concerns you described careful consideration and below are our response.
As you may know, programs budget funds for different activities. These funds may not be spent in the way in which it was budgeted. Therefore, budget information (that is, what is spent on the program) only provides us with the overall cost of running the program and not the details required to assess where improvements can be made to make the programs more effective and efficient and in the end, save taxpayers money. We need to collect detailed costs incurred by the programs in order to assess expenditures related to specific activities. This level of detail will also allow us to study variation between NBCCEDP programs and understand the reasons for the difference in cost of performing specific activities. This analysis will identify areas where potential cost savings can be incurred. Improving the overall efficiency of the NBCCEDP will allow more dollars to be expended on core screening services and thereby increase the number of women receiving breast and cervical cancer screening examinations.
The NBCCEDP program only provides breast and cervical cancer screening services and no cervical cancer vaccine program will be assessed in this study.

Thank you for your continued interest in CDC, NBCCEDP.
Sincerely,
Donatus Ekwueme
