This generic ICR is approved consistent with 2-19-08 memo and revised supporting statement. When NIH submits individual ICs to OMB for review, NIH agrees to specify what incentives will be offered (if any) and justify the provision of the incentives as well as the amount of incentives. NIH also understands that confidentiality cannot be promised without statutory authority (or certificates of confidentiality) to do so. NIH shall check with its GC before submitting ICs under this package if wishing to provide assurances of confidentiality. Finally, this generic ICR is approved consistent with NIH agreement to submit individual collections to OMB prior to fielding, along with all necessary supporting statements (to include information about research design and analysis, incentives, burden estimates, approaches to address non-response bias, etc). OMB will aim to review each IC submission within 14 days; however, OMB approval should not be assumed if not explicitly granted, even if 14 days have elapsed since submission.

To help ensure that health messages, strategies, and information services developed by NIAID for the HIV Vaccine Research Education Initiative have the potential of being received, understood, and acted upon by their target audiences, NIAID will pretest them while they are under development. Respondents include: members of the populations most affected and infected by HIV/AIDS, specifically Blacks/African Americans, Hispanics/Latinos, and men who have sex with men (MSM) of all racial/ethnic groups; key influencers of these populations; health professionals; and organizations/groups that interface with these publics.
