The National Recreational Boating Survey
This telephone survey targets all boating households1 whether they own a recreational vessel or
not. It collects data about registered and unregistered recreational vessels, and is to be conducted
only in states where mailing lists of registered boat owners are not available for a state wide mail
survey.
Hello. My name is ____________________.
I am calling to invite you to participate in a survey that is being conducted by [contractor name] for the U.S. Coast
Guard. The purpose of this survey is to find out about people’s recreational boating experiences and to improve
the effectiveness of boating safety programs.
Are you a person 16 years of age or older who resides in a U.S. household?
If no, ask: May I please speak with such a person who lives with you?
If no such person is home, say: Thank you for your time. Good-bye. …and end the call.
If another person comes on the line, begin at the top with, “Hello…”
If yes, ask: Are you willing to give me about 20-25 minutes of your time to participate in this survey? It does
not matter if you have never participated in recreational boating or have never owned a recreational
watercraft. It is important that non-boaters also participate in this study.
If no, say: Thank you for your time. Good-bye. …and end the call.
If yes, continue below…
By responding to this survey, you are playing an important role in helping the U.S. Coast Guard improve boating
safety and the quality of boating experiences across the country. If you have never participated in recreational
boating or have never owned a recreational watercraft, the survey will skip you past the questions that do not
apply to you.
Your responses to this survey will be kept completely confidential and will only be reported in combination with the
responses of others. Your privacy will be protected to the maximum extent allowable by law, and your name will
not be given to the U.S. Coast Guard or any other organizations.
Thank you very much for agreeing to participate in this important study. Begin the survey…
An agency may not conduct or sponsor, and a person is not required to respond to a collection of information
unless it displays a valid OMB control number.

captain or crew. Being a passenger on a ferry, tour or cruise ship, or any other commercial boat is not
considered to be participation in recreational boating and should not be included in your responses to
the following questions.
1.

Did you participate in recreational boating during 2007?

 Yes
2.

 No  (Skip to question 3.)

How many days during 2007 did you boat on board all boats that you own, boats owned by others,
or boats that you rented?
Number of days:

_____

3.

Have you ever participated in recreational boating as an adult or as a child?

PARTICIPATION ON VARIOUS TYPES OF BOATS AND IN BOATING ACTIVITIES
4.

We are interested in obtaining information about individuals who own recreational boats.
Recreational boats include all types of: airboats, auxiliary sailboats, cabin motorboats, canoes,
kayaks, houseboats, inflatables, open motorboats, personal watercraft, pontoon boats, rowboats,
sail only boats, and others.
On/in which types of recreational boats did you go out on the water during 2007? (Interviewer: Read
the options; then prompt for the next two questions as needed.) Which of those boats did you
personally operate, paddle, or row? And how many days did you go out on the water on board each
of those boats during 2007?

All states require that boats with motors or engines be registered in the state where the owner
resides or the boat is operated, regardless of the length of the boat. Many states also require boats
over a certain length to be registered even if they do not have a motor or engine.
Some vessels that measure at least five net tons and are wholly owned by a citizen of the U.S. can
be documented. Most vessels more than 25 feet in length will measure five net tons or more.
Was the boat that you, or someone in your household, owned during 2007 registered or
