In this section, you will learn how to perform a review of the Address
Count List.
Two key terms and concepts that will be helpful in this lesson:
• Housing Unit Address Count – The count of all housing unit
addresses known to the Census Bureau for each census block
within your jurisdiction.
• Group Quarters Address Count – The count of all group
quarters addresses known to the Census Bureau for each census
block within your jurisdiction.

Purpose
The Address Count List
• Contains the number of housing unit and group quarters
addresses on the address list for each census block within your
jurisdiction.
• Used to compare address counts between the Census Bureau and
your local address list.
• Option 1 participants can either update city-style addresses or
challenge the count of addresses for a single census block, but
cannot do both within the same block.

• Identifier information at the top:
o Program name – 2010 LUCA Address Count List.
o Your state and county code and your entity name and unique
FIPS code.
o Date the list was created.
o Page number.

• This example is for a place, entity ID code PL1622233, in the

• The Census Bureau’s address count shows 765 housing unit

6789.01, Census Block 5432.
• The local records indicate that there are actually 783 housing unit
addresses and four (4) group quarters addresses in this census
block.

Exercise: Address Count List Updates
Instructions
1.
This is an individual exercise.
2.
Read the scenarios on the following page. Except where noted,
assume all information on your local address count list matches
the Census Bureau’s Address Count List.
3.
For each scenario, determine the appropriate change to the
Address Count List and record that change on the list that
follows the scenarios.
4.
You have 10 minutes to complete this exercise.

Exercise: Address Count List Updates
Scenarios
1. Two new houses have been constructed in a formerly empty lot on
Main Street. These units are located in Census Tract 49.01 in
Census Block 1004. Perform any necessary updates on the
Address Count List.
2. An assisted living center has been constructed at 201 North
Broadway in Census Tract 49.01, Census Block 2031. Perform the
necessary updates on the Address Count List.
3. A large home at 105 S. Elm Street (Census Tract 49.01, Census
Block 3005) has been converted from a single family home to a
group house. Perform any necessary updates on the Address
Count List.
4. The new Pinewood Addition in Census Tract 49.02, Census Block
2011 has 10 homes that will be habitable by Census Day, April 1,
2010. Additionally, the area has a new nursing home in the same
block. Perform any necessary updates on the Address Count List.

– Option 1 – paper or computer-readable format.
Used to challenge the count of addresses for a
census block
– Options 2 and 3 – computer-readable format. Used
as a reference only.
• For any given census block, Option 1 participants can
either update the Address List or challenge the count
of addresses, but they cannot do both.
• Refer questions to your User Guide or the Census
