The U.S. Census Bureau contacted the highest elected official of your tribal government
regarding an upcoming invitation to participate in the 2010 Census Local Update of Census
Addresses (LUCA) Program. The LUCA Program, mandated by the Census Address List
Improvement Act of 1994 (Public Law 103-430), provides tribal, state, and local governments
with the opportunity to review and update the Census Bureau’s address list.
The accuracy and completeness of the address list is critical to the enumeration process and
the quality of the resulting census data. Through participation in the 2010 Census LUCA
Program, your knowledge can help ensure that we achieve complete coverage in our
enumeration of your reservation and/or off-reservation trust land(s). If your tribal government
chooses to participate in the program, you will be able to:
• Review and update the Census Bureau’s address list, or submit your address list to the
Census Bureau in a specified format.
• Review and update the legal boundaries and features of your reservation and off-reservation
trust lands on the Census Bureau maps.
The enclosed 2010 Census Local Update of Census Addresses (LUCA) Program – Tribal
Government Information Booklet provides an overview of the 2010 Census LUCA Program
and answers questions that may assist your tribal government in deciding whether to
participate in the program once your government receives the invitation letter in July 2007.
Also enclosed is the Contact Information Update Form that lists tribal contacts we presently
have on file for your tribal government. Please review and correct the information printed for
each contact person. Return the completed form to the Census Bureau in the enclosed
preaddressed, postage-paid envelope or fax it to
within two weeks of
receipt of this letter. Thank you for taking the time to review and complete the Contact
Information Update Form. Accurate contact names and addresses are essential if the Census
Bureau is to convey timely information to your tribal government regarding opportunities to
participate in Census Bureau programs.

Your Census Bureau Regional Office will soon invite you to attend a 2010 Census LUCA
Program promotional workshop, which provides background information on program goals,
participation options, program materials, and security guidelines. The Census Bureau will send
the 2010 Census LUCA Program invitation letter and registration materials for your reservation
to the highest elected official of your tribal government in July 2007. Please use the time
between now and July to discuss this program with your tribal government, to decide on your
tribal government’s participation option, and begin any necessary preparations.
