B. Collections of Information Employing Statistical Methods


1. A statistically valid sample of all RSI/DI beneficiaries in current payment status (and with domestic residence) was drawn from a respondent universe of approximately 48 million. The sample involves 1,500 cases. Each case in the sample may consist of the number holder (SSA‑2930), the auxiliary/survivor (SSA‑2931), parent(s) (SSA‑2932) and/or the stewardship Annual Earnings Test (AET) workbook (SSA-4659). The stewardship review cases are also used to measure the impact of the AET on benefits paid in the closed year (2 years prior to the sample month). The sample involves 325 cases. Based on past experience, we anticipate an estimated 96% response rate.


2. The sample is drawn from the Master Beneficiary Record through use of a random number generator. The ongoing stewardship review provides a dollar payment error rate of + .2 percent at the national level, with a 95 percent confidence level.


3. Using in-person interviews maximizes response rates. Those individuals who are difficult to locate are found with the assistance of neighbors, relatives, postal authorities and other local civil authorities. Data are checked for accuracy and consistency, and documents used to establish entitlement to benefits are verified at their source of origin. This sample yields reliable data that can be generalized to the universe.


4. Tests of the sampling procedure have been proven, since the stewardship reviews have been in existence for several years. Valuable information has been gathered by refining the RSI/DI programs.
