Canadian Border Boat Landing Permit (CBP Form I-68)

  1. Justification


  1. This information is necessary for United States citizens, lawful permanent residents of the United States, Canadian Nationals and other residents of Canada having a common nationality with Canadians who desire to enter the United States from Canada in a small pleasure craft. Crafts of less than 5 net tons, without merchandise, may, after being inspected by an immigration officer, apply on CBP Form I-68, Canadian Boat Landing Card, for the duration of entering the United States from time to time for the duration of the navigational season without further inspection. 8 U.S.C. 1225 and 8 CFR 235.1(e) authorized such a procedure.


  1. Section 235 of Immigration and Nationality Act (8 U.S.C. of 1225) provides for the inspection of persons entering the United States. 8 CFR 235.1(e) allows certain persons who enter the United States from Canada by small craft to be inspected only once during the navigational season, rather than each time they enter.


  1. This form is filled out in-transit such as on vessels, so it would not be appropriate to require automated submission.


  1. A search of the CBP automated forms tracking system was accomplished and revealed no duplication. There is no similar data collected.


  1. This collection of information does not have an impact on small businesses or other small entities.


  1. Persons issued CBP Form I-68 are permitted to visit the immediate shore area for the duration of the boating season without having to travel to the nearest INS office for inspection. Persons seeking to enter the United States for other purposes must make application for admission in the normal manner even though issued CBP Form I-68.

  1. The special circumstances contained in Item 7 of the Supporting Statement are not applicable to this information collection.


  1. CBP published a 60-day notice in the Federal Register on October 18, 2007 (Vol. 72, Page 59103) and a 30-day notice on January 16, 2008 (Vol. 73, Page 2931) to extend this information collection. No comments were received by CBP regarding this information collection.


  1. CBP does not provide payment or gifts to respondents in exchange for a benefit sought.


  1. There is no assurance of confidentiality.

The estimated annual public cost is $180,608. This is based on the number of respondents 68,000 x .166 per response x $16 per hour.

  1. There is no recordkeeping burden associated with this collection. Also, there are no capital or start-up costs associated with this information collection. However, there is a fee of $16.00 for this information collection. The estimated public cost is $1,088,000 which is based on the number of respondents, 68,000 x $16 fee charge.

The estimated cost to the Government is zero, due to the cost of fees per respondent covers the calculated government costs as shown above. In addition, this figure includes the estimated overhead cost for printing, stocking, and distributing the form, which is $6,120.

The estimated annual public cost is $1,268,608. This is based on the annual cost in burden hours 180,608 + 1,088,000 annual cost for fees.
