Other change** Attached is the revised application for U.S.-Russia Program: Improving Research and Educational Activities in Higher Education. These nonsubstantive changes include clarification and technical changes. Due to the application process with the Russian Federation we have implemented a two-stage application process for this program. Applicants will submit a white paper in the pre-application stage and then the selected applicants-no more than nine-will be requested to submit full-applications. Therefore, there will be a slight decrease in hours.
