A.8. Abstract:

This survey is intended to help the Department of Labor (DOL) better understand how WIA local areas (LWIAs) operate and what services they provide. More specifically, the survey will identify whether smallest and largest LWIAs provide meaningfully different responses. The survey respondents include the 100 smallest LWIAs, the 100 largest LWIAs, and a random sample of the middle range of LWIAs (size will be measured by program year 2006 allocations) for comparison.


The survey seeks to address the following questions: 1) What factors affect the configuration (boundaries) of LWIAs? What are the benefits and drawbacks to LWIA configurations? 2) Does the size of LWIAs affect their ability to form partnerships for the purpose of regional economic development coordination or the provision of services? 3) Is the structure of the one-stop system related to the size of LWIAs? 4) How are funds allocated among various services and cost categories? Does the size of LWIAs affect how funds are leveraged or what partners contribute resources? 5) Does the size of LWIAs affect their ability to provide both an adequate level and a sufficient quality of services to adult, dislocated, and youth customers as well as to employers? 6) Are there any correlations between the size of LWIAs and their performance? 7) What challenges do LWIAs face? Do these challenges vary based on the size of LWIAs?


This data collection will not duplicate any information currently collected. Although identifiers will be used to link the information collected with other data, identities of respondents will not be included in published reports nor otherwise be revealed to anyone not directly involved in the information collection (i.e., contractor personnel.)
