Each railroad is required to maintain
one copy of its operating rules, timetables, and timetable special
instructions at each division and system headquarters. Through
these rules, FRA learns the condition of operating rules and
practices with respect to trains and instructions provided by the
railroads to their employees in operating practices.

On 12/21/2006, OMB approved the
information collection submission for FRA's Railroad Operating
Rules NPRM (see ICR Ref. No. 200610-2130-002). That submission
reflected a burden total of 4,851,384 hours. This new burden total
was not correctly listed in OMB's inventory. FRA recently noted
this error, and sent a Correction Worksheet (Form OMB 83-C) to OST
on February 4, 2008, to be forwarded to OMB. The total burden
requested for this final rule submission is 4,855,355 hours. The
previous burden total approved by OMB on 12/21/2006 was 4,851,384
hours. Hence, there is a total burden increase of 3,971 hours. This
increase of 3,971 hours is due to program changes (changing
regulations, which increased the burden by 3,860 hours and one
adjustment, which increased the burden by 111 hours). Please see
the response to question number 15 of the Supporting Justification
for the full explanation. Also, please note that the total number
of responses approved for the previous NPRM submission was
188,336,538 responses (which was reflected in the change worksheet
submitted to OST on Feb. 4, 2008). The total number of responses
requested for this final rule submission is 188,794,758.
