This ICR is
approved as a pilot study only. DoD will report back to OMB on the
response rates achieved for the follow-up survey, the results of
the incentive experiment, and the results of the analysis of
nonresponse bias prior to requesting approval for a full-scale
study. For the full-scale study, DoD should develop more effective
methods to obtain and maintain high response rates from the
baseline through follow-up surveys in order to obtain data that
will be of sufficient quality and utility for its intended
use.

The Naval Health Research Center
(NHRC) is funding a longitudinal study on mental health issues
among deployed Sailors and Marines through RTI International. This
longitudinal study will assess the prevalence of mental health
outcomes among personnel transitioning from the Service into
civilian life, and identify predictors of mental health resilience
and changes in mental health, as well as resilience over
time.
On behalf of this Federal agency, I certify that
