This ICR is approved as a pilot study only. DoD will report back to OMB on the response rates achieved for the follow-up survey, the results of the incentive experiment, and the results of the analysis of nonresponse bias prior to requesting approval for a full-scale study. For the full-scale study, DoD should develop more effective methods to obtain and maintain high response rates from the baseline through follow-up surveys in order to obtain data that will be of sufficient quality and utility for its intended use.
