The purpose of this survey is to gain a greater understanding of state and local level support for Student Drug Testing (SDT) programs so as to better target scarce Federal resources. Currently, Federal support for SDT programs is available through two mechanisms: (1) individual grantees apply and if successful receive funding through discretionary Department of Education’s National Program, and (2) States and Localities opt to use the Safe and Drug Free Schools State formula grant (Title IV) funds under the Federal Safe and Drug Free School (SDFSC) program for costs associated with SDT programs.
Random Student Drug Testing is one of the highest priorities for the Office of National Drug Control Policy. It is also a primary focus of the President's Drug Control Strategy. The need for expedience in this survey is closely tied to the winding down of the Administration. The survey responses are necessary for effective execution of the activities associated with the Random Student Drug Testing Presidential Priority.

The burden has increased because of the initiation of this survey action. Surveying state educational agencies about random student drug testing programs is important to the effective function of ONDCP's role in those programs. The additional burden is minimal, as state educational agencies have pre-established relationships with local educational agencies and thus have access to the information sought.
