Other change** We have gone back to the application process used in 2007, and therefore the paperwork burden is the same as 2007 application. In the previous version v3 we used a two-stage process as requested by the Russian Ministry of Education and Science. But after much deliberation, the U.S. and the Russian Federation decided not to use the two-stage application process and to go back to 2007 process. Thus in this latest version all reference to the pre-application stage has been taken out. This change request in 83 C for version v4 is to revert back to the 2007 burden. The program objectives and priorities remain unchanged.
