THis is a
proposed rule. For the final rule, EPA should carefully review all
reporting and recordkeeping requirements to ensure that they
satisfy the requirements in 5 CFR 1320.9 that they are necessary
for the proper performance of the functions of the agency,
including that the information will have practical utility, and
that they reduce to the extent practicable and appropriate the
burden on persons who shall provide information to or for the
agencies, including small entities, as well as all other applicable
requirements of 5 CFR 1320 and the PRA.

The proposed Aircraft Drinking Water
Rule (ADWR) is tailored to the unique characteristics of aircraft
public water systems (PWSs) to ensure that safe and reliable
drinking water is provided to passengers and crew. The proposed
rule further protects the public from exposure to microbial
contaminants via aircraft drinking water by establishing barriers
of protection targeted for air carriers. These include monitoring,
best management practices, corrective action, public notification,
operator training, and reporting and recordkeeping. The proposed
ADWR requires information collection regarding the quality of water
onboard aircraft, the effectiveness of disinfection and flushing
procedures, the implementation of routine measures and corrective
actions and public notification events.

By tailoring the National
Primary Drinking Water Regulations to the unique operational
characteristics of aircraft public water systems via the Aircraft
Drinking Water Rule, the increase in respondent burden is less than
that which would result from compliance with the existing
regulations.
