The Notice of Paperwork Submission (copy enclosed), proposed for immediate Federal Register publication, explains the burden of the collection requirements and invites public comments on them. This is a new information collection. In compliance with the requirements of 5 CFR 1320.13, this letter requests emergency processing within 7 days from the date of publication. This emergency processing is essential to expedite the development of standard, affordable, permanent, energy-efficient and environmentally-friendly housing developed, sponsored, or owned by community housing development organizations (CHDOs) for low-income families through a one-time competitive reallocation of deobligated HOME CHDO set-aside funds. This is the second competitive reallocation authorized under the HOME statute; the first being the competitive reallocation of deobligated CHDO funds for permanent housing projects designated for the chronically homeless in 2004. The purpose of this competition is to reallocate deobligated HOME CHDO set-aside funds to projects that will expand the supply of energy efficient and environmentally-friendly (Green) housing that is affordable to low-income families, using design and technology models that can be replicated. This is a new collection. It is a one-time competition to reallocate CHDO funds. Approximately 65 out of the 645 existing participating jurisdictions are expected to apply for the competition. Successful applicants will add funds awarded from the competition to their existing CHDO set-aside to undertake housing activities in accordance with HOME Program requirements.
