The Nuclear Regulatory Commission
(NRC) is proposing to amend its regulations to expand the current
National Source Tracking System (NSTS) to include certain
additional sealed sources. The proposed amendments would require
licensees to report certain transactions involving these sealed
sources to the NSTS. These transactions would include the
manufacture, transfer, receipt, disassembly, or disposal of the
nationally tracked source. The proposed amendment would also
require each licensee to provide its initial inventory of
nationally tracked sources to the NSTS and annually verify and
reconcile the information in the system with the licensees actual
inventory.
This rule is expected to
increase the burden by 16,821 hours (4,082.5 hours Part 20
reporting + 2,472.5 hours NRC Form 748 reporting + 9,666 hours Part
20 recordkeeping + 600 hours Part 32 recordkeeping). The total
responses are estimated to be 20,912 (4,665 for Part 20 reporting
15,081 for NRC Form 748 reporting + 1,166 recordkeepers). The
increased burden is a result of the expansion of the definition,
nationally tracked source to include Category 3 and 1/10th of the
Category 3 sources. Approximately 3,500 NRC and Agreement State
licensees will be affected. The information is needed to improve
the accountability and control of the nationally tracked sources.
