Under - What Is the Purpose of this Form ?, 3rd paragraph, 2nd sentence reads:

Posthumous citizenship is an honorary status commemorating the bravery and sacrifices of the veteran; it conveys no benefit under the immigration and nationality laws to any relative of the decedent.

To read: Posthumous citizenship is an honorary status commemorating the bravery and sacrifices of the veteran. The certificate either allows certain qualifying family members to apply for benefits under section 319(d) of the INA or remain classified as immediate relatives for the purposes of obtaining lawful permanent residence.
