The collection of information is used
by FRA to review and evaluate applications for Federal grants by
any of the 50 States and District of Columbia to determine whether
or not to provide funding for various projects intended to improve
intercity rail passenger service.

The burden has increased by
6,308 hours from the previous submission. The increase is due
solely to adjustments. Specifically, FRA revised all its estimates
in the Supporting Justification, essentially doubling the original
estimates, because it now anticipates that it will likely receive
14 grant applications and other necessary supporting documents over
the next year, instead of receiving seven applications and other
necessary supporting documents per year over a two-year period. The
current OMB inventory shows a total burden of 6,309 hours, while
the present submision exhibits a total burden of 12,617 hours.
Hence, there is a burden increase of 6,308 hours. There is no
change in cost to respondents from the previous submission. ***
Please note that the cost to the Federal Government for this
information collection doubled for the same reason: FRA expects
that agency employees will be reviewing grant 14 applications and
other necessary supporting documents over a one-year period
(instead of seven applications and other necessary supporting
documents each year for a period of two-years).
