OMB appreciates
that SRS is attempting to use incentives strategically to address
response rate and bias concerns as well as to minimize overall
survey cost. It is critical, however, that SRS consider equity and
related policy issues as it considers how to interpret experiment
results and plan for future rounds of the SESTAT surveys. OMB will
not favorably consider future operational incentive plans that are
not equitably offered unless there is strong and compelling
justification that more targeted incentives considerably improve
results.
