Re: Non-substantial change to OMB approval 0596-0129
I am proposing a non-substantial change to approval 0596-0129 Day Use on the National Forests of Southern California (expires 7/31/2009). In short, the change is to add two data collection sites. I request approval to collect data on two districts of the Sequoia National Forest in California. These districts are not included in the original approval. No other changes are proposed—that is, all the other parameters of the approval will remain intact; there will be no change in research protocol and no change the instruments. Nor is there any change in burden. The approval for this non-substantial change request is July 1, 2008.
Two ranger districts of the Sequoia National Forest, the Tule River Ranger District and the Hume Lake Ranger District are becoming part of the Giant Sequoia National Monument, which will be managed by the US Forest Service. The supervisor of the Sequoia National Forest has requested the day use study be implemented on these districts in order to provide recreation visitor input into the planning process. The data that is collected will be the only direct source of recreation visitor input available for the planning of the Giant Sequoia National Monument.
This supervisor (Tina Terrell) served as forest supervisor on the Cleveland National Forest (San Diego, California) before moving to the Sequoia National Forest. She found the day use data to be reliable and valid. The data collected from the current approval in southern California was used for forest planning for her forest as well as the others in southern California. If approved, the data from the Tule River Ranger District and the Hume Lake Ranger District day use sites will be used in a similar manner on the Giant Sequoia National Monument.
