Attachment 2: Respondent Letter

2008 Survey of Compact of Free Association (COFA) Migrants

Dear Resident:

The U.S. Census Bureau is conducting a survey to determine the impact of the Compacts of Free Association (COFA). The survey will ask questions about characteristics of people in your household, including their age and place of birth.

This information will be used to create estimates of people from the Republic of Marshall Islands, the Federated States of Micronesia, and the Republic of Palau as defined by the COFA Amendments Act of 2003. The results of this survey will be used to disburse funds that will help defray the costs of increased demands on local health, educational, social or public safety resources.

The U.S. Census Bureau chose your address, not you personally, as part of a randomly selected sample. We want to emphasize that any information you give our representative will be kept confidential. By law, the Census Bureau cannot publish or release to anyone any information that can identify you or your household (Title 13, United States Code, Section 9). We may use this information only for statistical purposes.

We would appreciate your participation in this voluntary survey because the success of this survey depends on you.

Thank you for your help.

Sincerely,
