SUPPORTING STATEMENT

Alien’s Change of Address Card

A. Justification:

1. Section 265(b) of the Immigration and Nationality Act (INA) requires all aliens within the United States to notify the U.S. Citizenship and Immigration Services (USCIS) in writing of each change of address within 10 days from the date of change.


2. This form provides a standardized format for compliance to section 265(b) of the INA. In addition, the form will be used to maintain a current address on aliens.


3. The use of this form provides the most efficient means for collecting and processing the required data. This form can be mailed to USCIS or can be e-filed electronically. The url is: https://egov.uscis.gov/crisgwi/go?action=coa


4. A review of the USCIS Forms Inventory Report revealed no duplication of efforts. There is no similar information currently available that can be used for this purpose.


5. This collection of information does not have an impact on small businesses or other small entities.

6. If the information is not collected, aliens will not be able to comply with the requirement of section 265(b) of the INA to submit their change of address to USCIS within 10 days from the date of change.


7. There are no special circumstances applicable to this information collection.


8. On April 8, 2008, USCIS published a 60-day notice in the Federal Register at 73 FR 19087. USCIS did not receive any comments for this information collection.


9. The USCIS does not provide payments or gifts to respondents in exchange for a benefit sought.


10. There is no assurance of confidentiality.


11. There are no questions of a sensitive nature.

Total annual reporting burden hours is 59,760. This figure was derived by multiplying number of respondents (720,000) x frequency of response (1) x hours per response (5 Minutes (.083).


13. There are no capital or start-up costs associated with this information collection. There is no fee associated with this information collection.


14. Annualized Cost Analysis:

Printing Cost $ 21,600

Collection and Processing Cost 2,368,800

Total Cost to Program 2,390,400

Fee Charge 0

Total Cost to Government $ 2,390,400

Government Cost

The estimated cost to the Government is $2,390,400. This figure is calculated by multiplying the estimated number of respondents 720,000 x 5 minutes (.083) (time required to collect and process information) x $40 (suggested average hourly rate for clerical, officer, and supervisory time with benefits). In addition, this figure includes the estimated overhead cost for printing, stocking, and distributing the form, which is $21,600.

The estimated cost to the Public is $597,600. This figure is calculated by multiplying the estimated number of respondents 720,000 x 5 minutes (.083) (time required to collect and process information) x $10 (suggested average hourly).


15. There has been no increase or decrease in the estimated burden hours previously reported for this information collection.


16. USCIS does not intend to employ the use of statistics or the publication thereof for this information collection.


17. USCIS will display the expiration date for this information collection.


18. USCIS does not request an exception to the certification of this information collection.
